Issue #35987: Heimskr's tent enabled after completing the Battle for Windhelm

 
Heimskr's tent was enabled after completing the Battle for Windhelm, meaning finishing the civil war questline for the Imperial Legion. From looking in the change log a related problem was addressed (12130) a long time ago. Either there's something goofed up in my game, or there's a loophole in the previous fix.

I checked my previous saves and (as mentioned above) noticed it only showed up when visiting Whiterun after taking Windhelm. In case it matters, Heimskr is still in jail.

This may be obvious, but I forgot to mention that the other items near his tent are also enabled. There must be a enable marker somewhere that toggles all of this on or off.

You have 2 other tickets relating to the Battle of Windhelm breaking in unexpected ways. I'm going to have to assume that entire sequence bugged out for you for some reason and it's all related.

I suspect we'll need a save to check against as it's not a quick or easy task to run the entire civil war to completion.

I think those two tickets were minor issues. One where a dialogue scene didn't play out correctly and map marker didn't move to the correct location. They didn't actually break the battles or questline. Regardless, I'll upload a save that is in Whiterun near the entrance. Just be aware that I do have a mod in this particular game that makes some minor changes to vampire appearances. It shouldn't give you any trouble loading the save as far as I know, but you will get the missing file prompt. I also have another plugin that has some placement and text fixes in it that the game will inevitably detect as missing.
