Issue #36361: Torbjorn Shatter-Shield doesn't carry a key to his house

 
Torbjorn Shatter-Shield doesn't carry the key to his house (WindhelmClanShatterShieldHouseKey) in his inventory. For some reason in my game the home is no longer locking as it should. Tova and Nilsine are dead. I don't remember if an NPC actually needs a key to their home in their inventory to lock and unlock it, or if that happens through some other game mechanism.

Hs home is locking after all, so a key must not actually be required for a NPC to do that. It still may a bug that he only carries the key to his office and not his home though.
