Issue #36425: CR07: Escaped Criminal fills aliases on Solstheim, but has no starting dialogue for Solstheim

 
CR07: Escaped Criminal can fill aliases and run with a criminal on Solstheim. However, the quest can't be started with Skjor/Vilkas because CR07StartBranchTopic has no dialogue for Solstheim.

This is a minor issue, because the quest will get stopped the next time the Companion radiant quests cycle.

Other Companions radiant quests have similar problems. I think it affects CR04, CR05, and CR07 (as mentioned). CR01, CR02, and CR08 have failsafe dialogue that works, although they say "a citizen of Skyrim" or "Jarl" for Solstheim locations.
