I'm playing on PC and have been noticing the same for a long time now. For some reason it didn't occur to me that there was something wrong until I saw this ticket. The cycling of radiant Companions quests could be glitched in my save since I haven't gotten Vilkas' 'Dragon Seekers' quest (CR14) at all and haven't gotten Aela's 'Animal Extermination [A]' (CR01) quest for a very long time. I've done dozens of these radiant quests since I started this save well over a year ago.
This issue is weird though since I don't remember any of them not cycling properly in the past, but then again I took at least a three year break from playing Skyrim (until last year). The only pattern I can see from looking at the many completed quests in my journal is that CR14 and CR01 stopped coming up after completing Glory of the Dead, and obviously CR14 doesn't become available until that point.

In the first part of the last sentence in the second paragraph I meant CR04 and CR01. Sorry for cluttering up the ticket; it seems the short time period for editing expired.

I've gotten Vilkas' Dragon Seekers quest once before, post-questline, but haven't gotten it since then. I still get both versions of Aela's Animal Extermination quests, though.
I am getting both versions of Aela's Animal Extermination quests after all. Only CR04 and CR14 (Vilkas) are not coming up for whatever reason in my game.

Is your speech skill too high? The CR04 alias Brute has a condition requiring GetInitimidateSuccess to be 0, which I think means the alias won't fill if you can intimidate everybody.
It depends on what the game considers to be too high. Unless the threshold is extremely low, I doubt my speech skill was high enough at that point. Farkas never quit offering the quest in any of my past playthroughs where basically all of my skills were maxed. That being said, the last time I played the game all the way through was on the Legendary Edition, so who knows what changes have been made since then.

I think the threshold is pretty low. My understanding is intimidation simply requires your speech be higher than theirs, and most NPCs have low speech (typically < 30).
Also, BlackPete, I think your issue might be different from OP's. Have you done Purity for Farkas yet? If I've been reading things right, when Glory of the Dead starts, all of his other quests will be blocked until you do Purity for him.
Yes, I did his Purity quests really early on after finishing Glory of the Dead. I've played for several hundred hours since then and not once has Farkas offered Hired Muscle. If the condition check blocks it from starting at that low of a level then that would definitely be why I'm having a problem. If that was really intended by the developers most people are going to approach that 30 mark rather quickly; just selling higher value items to merchants progresses it rather quickly. Also, I'm playing an Imperial, which if I recall correctly starts out with a slight boost to speech by default.

So my issue might stem from having too high intimidation?
