Issue #36451: Pirate captain respawns at Haknir's Shoal

 
The pirate captain (0401A348) at Haknir's Shoal will continue to respawn after completing the quest. I'm thinking this may have been a mistake because the other two pirates (0401A349, 0401A34A) never do. The captain's actor template is marked to respawn, but the other two pirates' templates aren't.

As far as I can tell this location isn't used for radiant quest, but you'd have to check on that to be sure.

Something else I just noticed is that 'DLC2HaknirsShoalLocation' also includes the cell 'DLC2HaknirsTreasurePOI02' north of Raven Rock. I have a separate ticket regarding the respawning reavers there in Issue #36392.

He has a Boss reftype, he needs to respawn or radiants won't work. The location supports any "kill bandits" radiant quest.
