Issue #36665: Guard inventory changes to special guards

 
The UOP Changelog v3.1.0 (2008-08-16) mentions this: "Gave the Imperial Legion Soldier at the Gottshaw Inn his missing helmet"
The UOP Changelog v3.0.1 (2008-06-16) mentions this: "Fixed two Legion soldiers who frequent inns (Weye and Gottshaw) missing their gauntlets (possibly intentional due to their drinking, but three others have them)"

As it says above, these may be intentional since the soldiers are drinking and relaxing inside the inns and probably do not expect to have serious fights if at all. They might have different inventories for variety too.
Besides them I have also found the following similiar cases:

From v3.0.1 (2008-06-16): "Fixed the Chorrol Countess' Bodyguard missing his helmet and shield" (Possibly also for visual variety like how some guard captains for example miss these)

From v3.1.0 (2008-08-16): "Removed one of the night Battlemages' (IC Arcane University) shields as none of the others have one" (Possibly also visual variety plus Battlemages are allowed to have shields)

From v3.1.0 (2008-08-16): "Fixed a Leyawiin City Watch having a Silver Shortsword, whereas every other Imperial officer in the land has a longsword" (This is the most likely to be an accident by the devs, but still not a bug that breaks anything and again adds variety)

But I agree that not ALL Chorrol guards should be missing their shield.
