Issue #36687: The quest Golden and Dark Smithing can be skipped

 
The quest Golden and Dark Smithing can be skipped, if the chest (that is always under the bridge at Half-Moon Mill, whether the quest was started or not) is found and Joften's Notes read, before the quest is started by reading Notes on the Blacksmith.

The thing is this is not about skipping a step in the quest, but the whole thing. You don't even receive the quest if you find the chest first. The notes are just useless then. But I am also not 100% sure if it should be changed.
