Issue #37178: Rowley Eardwulf does not sell all rings he should sell

 
Rowley Eardwulf sells "Base Ring of Health" and "Ring of Health", as well as "Base Ring of Magicka" and "Ring of Magicka" and also "Base Ring of Vigor" and "Ring of Vigor".

But he does not sell "Grand Ring of Magicka" 00091C26 , "Grand Ring of Health" 00091C23 and "Grand Ring of Vigor" 00091AD9.

These appear to have been missed. Like some other items, that UOP does place into the correct leveled lists, like Durable Iron Bows and Durable Silver Warhammers from Shivering Isles (that do not appear in vanilla), they maybe should be added to his merchant wares.

Why would he be expected to sell those things? Nothing about his configuration suggests it's a bug that he doesn't have advanced items in his inventory.
