Issue #13482: Vampires are friendly to player if Voice of the Sky is active.

 
As in the title, having Voice of the Sky active (you get it by reading all ten etched tablets on the way to High Hrothgar), makes vampires friendly towards the player.

This is because Dawnguard added all vampires to the Prey Faction.
Voice of the Sky adds the player to Kyne's Peace faction, which is friends with both the Prey and Predator factions.

The description for the Voice of the Sky blessing is "<u>Animals</u> will neither attack nor flee from you."

Kyne's Peace Faction: 000E0D58
Predator Faction : 0002E893
Prey Faction: 0002E894

I suspect that vampires were added to the Prey faction in order to make sure that they don't attack livestock when they attack cities and settlements.

I wonder if it would be safe to edit the Vampire faction to hate the Kyne's Peace faction? That would get around the problem without having to mess with all the vamps directly.

Are there any initially non-hostile actors in the vampire faction? We don't want them suddenly trying to kill the player.

Hert, Hern, and Sybille Stentor are not members of VampireFaction. They would not be affected by any changes to the relationships.

In fact, looking through the membership of VampireFaction it's only being used on the generic leveled list vampires which are already hostile to the player.

In light of the above, KynesPeaceFaction is now properly set to be an enemy of VampireFaction.

Faction changes did not fix the problem - they had no effect. Returning this to open status, backing out the changes for 2.0.4. We'll tackle this again later. The only viable solution is going to be to remove the PreyFaction membership for vampires.
