Are we sure this is even a vanilla bug? I just took a few test people up to the pool under Dragonsreach and could see their eyes just fine. Argonain, Nord, Khajiit, Bosmer, and Dunmer. All male, but I don't think it would matter if they had been females.

yes, pretty sure. keep in mind, to see the bug, the eyes have to be submerged in water, but the camera has to look at them from above the water line. this is not that easy to achieve (and especially to look at due to the head looking straight forward) for player characters

Well that's what I was doing in the Dragonsreach pool. Submerged far enough for the head to be underwater and then turned the camera to look. I could still make out the eyes, though it was pretty hard considering the water movement. They certainly weren't the corrupted mess that mod makes them out to be.

Well whatever it is, it seems pretty clear to us that it's not a bug in the vanilla game, and we can't reproduce it. My guess? An ENB thing - which is not our domain to provide fixes for.
