Issue #14139: FreeformMarkarthMPostQuest - Ogmund should be moved to a stocks block after turning his amulet in to

 
After Search and Seizure (FreeformMarkarthM), turning Ogmund's Talos amulet over to the Thalmor is supposed to result in him being thrown in the stocks in Understone Keep. This never happens because the GetStageDone check for FreeformMarkarthMPostQuest is checking the wrong quest to see if it should be started or not.
