From my understanding this was looked at and determined to not be fixable afaik
Fixed for USKP 2.1.1.
Assigned a combat override package list to make the prisoner ignore combat. He should now simply avoid getting involved at all, although there's still no guarantee that he won't be hostile to the player due to the fact that the prisoners share a crime faction with their captors (otherwise bounties don't work right for attacking the prisoners).
