Issue #16762: Stormcloak Prisoner Hostile After Attacking Imperials

 
If the Dragonborn attacks the imperial soldiers escorting a stormcloak prisoner, the prisoner becomes hostile. The only way to avoid this is to free the prisoner before attacking the soldiers.

Fixed for USKP 2.1.1.

Assigned a combat override package list to make the prisoner ignore combat. He should now simply avoid getting involved at all, although there's still no guarantee that he won't be hostile to the player due to the fact that the prisoners share a crime faction with their captors (otherwise bounties don't work right for attacking the prisoners).
