Issue #16959: WEJS14: should not have the "Run Once" flag checked

 
I noticed that WEJS14 (a.k.a. Afflicted Refugee Headed to High Rock) has the "Run Once" flag checked. Like with the other encounters, I'm thinking this was done in error.

Since 2.0.6, I am constantly getting WEJS14 encounters and almost nothing else. This was reported by others as well on the USKP page at the Nexus.

OK, I tested in a new game with no mods besides the USKP and could not reproduce this. I am a bit worried about the reports of other users at the Nexus however.
