Issue #17127: Quest: Missing In Action
After encountering Fralia arguing with Olfrid and Idolaf in Whiterun about her missing son Thorald, when you speak to her she will ask you to meet her in her home. However, if you take too long to meet her, her house becomes locked at both front and back entrances. There is no way of entering without picking the lock or using a stolen key but this causes both Fralia and Avulstein to become hostile and say "you're not supposed to be in here". This results in the guards being called to arrest you. This bug is also described in the UESP Skyrim bugs section of the "Missing In Action" webpage.

Well, hopefully anyway. The issue seems to originate with Avulstein's default sandbox package. MS09 has no failsafe to stop him from trying to sleep once stage 10 is reached. If he goes to sleep, the doors get locked, and all hell breaks loose.
His default AI pack has been changed to keep him from sleeping once stage 10 is reached - which is when you're supposed to go meet with Fralia.
The change is not retroactive.
