Issue #17144: Missing in Action (2)
i don't refer to this bug, but it's very similar:

I beat this bug by accident. I went straight to Avulstein's house where the quest was given to me early, only because at the time when the scene outside the bannered mare would play, it was 2am, and the actors obviously in bed. First time i've not had that scene play, not that that's a bug, just an odd work around.
I think this will have been fixed by way of Issue #17127. This will also not be retroactive.
Just saying I have USKP v.2.1.3b installed (no DLC, no USLEEP) and the bug of the permanently locked Gray-Mane house still occured to me today (first time I ever did that quest, read up the notes on UESP).
I resorted to the prid and moveto player console commands as described in the UESP, so it was easily resolved.
Since the UESP mentions time, I did let a bit of time elapse (a couple of days) between first speaking to Fralia and going to their home in the evening. After the meeting I went straight into the Battleborn house and after picking up the note I went straight back to the GM home (all in the same evening/night), but then the house was locked and staid locked. So I pridded.
I probably overheard the very first discussion between Fralia and the Battleborns at her stand outside the Bannerd Mare "weeks" or "months" ago but never talked to Fralia about it until "today". So that would be another big elapse of time that I let occur.

This issue was tested and confirmed to be fixed (and working as intended) in both the USKP and again with USLEEP so there's nothing further we can do about it.

I was unaware of having to wait for Eorland, apologies if I missed to read that up somewhere. Next time I do this quest I will look out for him to come home. Cheers!
