Issue #17519: Members of the Silver Hand respawn
Since one of the objectives in "Purity of Revenge" is to "wipe out the Silver Hand", it's a little odd that both Gallows Rock and Driftshade Refuge both get reoccupied by the Silver Hand when these locations respawn. Perhaps it would be possible to replace the Silver Hand members in Gallows Rock and Driftshade Refuge with ordinary bandits after completing "The Silver Hand" and "Purity of Revenge", respectively?

I wondered the same thing at one point. Last time this was brought up I think it was determined that it would be too difficult to do and/or not worth the trouble. Maybe this has changed for some reason though.
It wouldn't be too dissimilar from Uttering Hills Cave i would think, during the Thieves Guild quest 'Summerset Shadows', the Npcs there are specificly 'Summerset Shadows', once cleared they are returned to regular bandits.
I third that. This aspect of that quest also bothered me. You actually complete the quest-you do wipe them out-except you dont. Not really. More sloppy\incomplete work on Beth. part. Would the generic bandits OR-set those areas not to respawn or only spawn once work?
Assuming it's even feasible to fix this, I would suspect that the Silver Hand would need to be replaced by generic bandits after the related Companions quests were completed. I'm not sure how complicated this would be to do.

A whole lot of XMarker toggling and NPC duplication had to be done for this to fix this crap properly.
