Issue #17666: Widow's Watch Ruins is using the incorrect map marker (and isn't clearable)

 
Widow's Watch Ruins is clearly an old Nordic tower, but it's using the Imperial tower map marker.

It's also not clearable for some reason – which it ought to be, considering it's a normal, respawning location without ties to any quest.
