Issue #17874: [DG/DB/UDBP] DLC conflict with Hack and Slash perk

There is an unresolved set of conflicts for each level of the Hack and Slash perks. (HackAndSlash30/60/90)

Dawnguard adds Dragonbone weapons to each level of the perk.
Dragonborn adds exemptions for the perks affecting teammates in friendly fire hits.
The <acronym class="bbc ipSeoAcronym" title="Unofficial Dragonborn Patch">UDBP</acronym> adds the Nordic and Stalhrim weapons from Dragonborn to each level of the perk.



These cannot be reconciled without either a special patch or a unified Legendary Edition patch.
