Issue #18320: Afflicted Refugees appearing again

 
After installing 2.0.8 of USKP, Afflicted Refugees have started appearing again even though I completed The Only Cure ages ago. They're also appearing just as over-frequently as they did before. Talking to them only prompts generic responses like "Need something?".

That's odd.

I haven't had that problem with 2.0.8 and I've been testing it since it was in beta a week ago. It shouldn't be possible for the WEJS14 encounter to occur after DA13 is completed. WEJS15 though is supposed to occur occasionally after DA13 is completed, but those Afflicted refugees are supposed to be immediately hostile.
