Issue #18601: Inaccessible treasure stash west of Anga's Mill

 
A number of items are inaccessible due to being placed behind a rock cliff. It appears that this was supposed to be a hidden treasure stash behind a waterfall in the area near Ennodius Papius' tent.

Fixed for USKP 2.0.9.

The references listed above were relocated so that they can actually be accessed now.
