Issue #18729: Glenmoril Coven Clearing Issues

 
Under some cercumstances the location will not clear, but it's somewhat inconsistent, as I've sometimes been able to clear the dungeon under condition 1:

1. Sometimes clearing the dungeon during Blood's Honor (CR04) won't mark the dungeon as cleared

2. Receiving Glenmoril Coven as a target for Trouble in Skyrim (CR05) can unclear the coven.

The first one might be a fluke, the boss marker and clearable keywords appear to be set up correctly as far as I can tell.

Unless I'm missing something, the Boss marker is only attached to LvlWitchFire (A8443), which will never spawn if your first visit is during Blood's Honor. I'm pretty sure I've had the cavern clear after killing the hags before but I'm not sure how based on the CK.
