Issue #19051: [USKP Regression] WE09 - Stormcloak prisoner won't attack Imperials

This was reported on the USKP Nexus forum [Post #8705] and I was able to confirm that it happens in my game.

There appears to be something wrong with the encounter where the Imperials are escorting the Stormcloak prisoner [WE09]. The prisoner when freed (or given a weapon) no longer attacks the Imperials. Instead he will basically just stand there and let them kill him. Additionally, I tried attacking one of the Imperial soldiers and the prisoner still turned hostile towards me along with the Imperials.

This appears to be an unintended result of the fix done in USKP 2.1.1 (Issue #16762). I uploaded a save file in case it is needed to reproduce this issue.

This happened in my game too. I was wondering why he was standing there and taking hits when he should be defending himself.

Fixed for USKP 2.1.2.

Needed to duplicate the default AI list and package that's used to drive the prisoner's combat override behavior. There needed to be a condition placed on it that the default package didn't have. Now if you attack him, he'll fight back. If you attack the soldiers, he'll stay out of the fight. If you free him, he'll join you in the effort. So it appears this may finally have been fixed for good.
