Issue #19162: Ustengrav - Necromancer/bandits should not respawn in exterior

 
A necromancer (000235D6) and two bandits (000299F7, 0008B706) outside of Ustengrav shouldn't be respawning, but do because they aren't properly attached to the location's encounter zone.

Fixed for USKP 2.1.2.

The change will not be retroactive in most cases. The encounter zone data can become baked into your save if you have discovered and/or visited the nearby area before.
