Issue #19521: Apprentices Quest

 
The dialog for the apprentices quest is available before the lecture is ever seen.

Alrighty, I went and accepted the quest since I'm having trouble getting lectures to appear.

But I found that most of Phinis' dialog concerning the quest was silent.

Issues with this quest were fixed with CRF 2.0 by changing it to start up via notes pinned to the walls rather than waiting on a lecture to start.

The dialogue issue was also fixed as a result so all the lines should again be voiced.
