Issue #19579: Fort Hagen - Dogmeat stuck on objects
Dogmeat ran way, way ahead. When I caught up to him, he was stuck here.

There is a script running while MQ106 is active, which teleports Dogmeat back to the player if he's gotten to far away. The game will naturally move all actors onto the navmesh, and as it turned out, there is a single triangle navmesh island just underneath of Dogmeat's position in your screenshots. Once placed on this island for whatever reason, NPCs will inevitably get stuck.
To fix this, I moved the island under a nearby slope.
