"I'm not sure if this is something that can be fixed, but I thought I'd post it anyway. There is a bug involving the order in which you get Mister Sandman, Cloak & Dagger and Ninja. It's apparent in all versions of the game across both consoles and PC from the reports I've read. Depending on the order, you can end up with 6.3x sneak attack multiplier, 5.9x, or even as low as 5.4x. I'll post my findings from testing over on Gamefaqs:

<div>This seems to be caused by Mister Sandman and Cloak &amp; Dagger using the Multiply function rather than the Add function. The multiply function is likely intended, but the whole thing not recalculating correctly is definitely not intended.

<div>As a workaround, they can be changed to use Add instead, with Mister Sandman adding +0.5x with silenced weapons per level, and Cloak &amp; Dagger adding +0.5 for ranged and +2x for melee. With this method you get roughly the same results as would be intended normally, give or take just a little.

The variable sneak attack values are due to mixing additive and multiplicative modifiers. As per sushiquid on the Nexus:

The official patch didn't touch Ninja at all. Instead it screwed with Mister Sandman, switching it from multiplying by 1.5 to adding 0.5.\
Cloak & Dagger still uses multiplication and the game engine doesn't handle mixing multiplication and addition predictably, so this was a bad idea. In the base game, instead of varying from 4.4 to 6.3, it now can vary from 4.4 to 4.8. So the patch made it less variable, but it didn't really fix anything.
