This is probably due to an issue with BSClothExtraData and its inner workings. And really it's "issue".. because this kind of occasional glitch is inherent to cloth physics. This same thing could happen with Harkon's cape in Skyrim, but at least that was addressable.

There is a program that lets us export the BSClothExtraData to XML, edit it, and then turn it back into binary for the NIF. This will take figuring out what to edit in the first place, and it will all have to be done by hand, painstakingly testing each XML change. And that's assuming this particular cloth glitch is somewhat reproducible.

So, just a fair warning about the plausibility of this being fixed.

I think it's fair to say by now this will never get fixed as it's still not any more feasible than it was then.
