Issue #19870: No footstep sound effects on concrete at Diamond City stands

The concrete, where the main entrance/exit is, has no footstep sounds. This happens everywhere there is exposed concrete in the stands. If you hit debris there's sounds, then concrete so sounds.

This is most notable in power armor. If you jump, there is no jump audio from the metal clanking from the PA.

Gonna need to be a bit more specific about this. Where along the entrance way?

everywhere that's not on the main stairway. Jump over the handrail and walk around, where the seats would be at, you'll hear nothing.

Sound data is locked up in the collision information of a mesh. For Fallout 4, the community never came up with a solution for editing this information in a nif.
