Resolution: Can't Fix - Breaks Previsbines

Issue #19891: Room Bounds - Raider Outpost

 
This is at the same location where the Frag mines were sunk below the ground. I stupidly forgot to get a screenshot of the map location.

Almost certainly too late to worry about this now, but:

1. It's not a room bounds issue as this is an exterior cell.
2. That means if it's not an intentional thing, it's a previsbines issue which is something that's outside of our scope.
