Issue #20003: Railroad HQ cleanup problems

 
After axing the Railroad leaders for either the BoS or Institute, their bodies never clean up no matter how much time passes.

Similar to Issue #22242 this is due to there being a number of Actor Dialogue event quests that fired up upon entering the Railroad HQ. The quests do not shut down properly when the NPCs are killed.

Also, none of the aliases held by RRKickOut are cleared when the NPCs are killed either, leaving the whole thing in a sorry mess because that quest never stops.

Desdemona's alias in that quest will also need to be changed to optional like everyone else. That way they can at least be cleared out of those aliases. This won't cause any problems because RRKickOut starts the game enabled and she's obviously alive at that point.

It should be considerably easier to prevent everything outside of RRKickout from being a problem. Bethesda supplied a global variable "RRDisableHQConversations" which should have been set when either the BoS or the Institute sends you to kill everyone.

This will leave only cleaning the aliases up in RRKickout itself, which should also be fairly easy to do by tracking the "PlayerRailroad_Destroyed" global that gets set when you've turned in the kill quest.

For anyone who happens across this comment at some future point, just make sure you loot all you're going to take from the dead NPCs before you turn in the kill quest because once you do the culling timer will start and it doesn't take long.

Went with a slightly different, cleaner approach.

Upon updating (or installing) the patch, a monitoring quest will be in place. When you load the game the next time, it will trigger an event which starts the cleanup. This should provide ample time to load the game with the patch and go back to Railroad HQ to loot anything you may want that is still on the bodies. After this event fires, you'll only have as much time as it takes for the game to decide to cull the corpses.

Note that in the event Deacon is somehow still alive after all of this, his companion quests will be left running because it's too risky to shut those down without knowing for certain he's been killed. So if you kill him later on, count on his corpse remaining wherever it falls for all time.
