Issue #20211: Various MILA Oddities

Issue #1: For whatever reason, MILAs aren't marked as quest items during Weathervane quests.

Issue #2: For whatever reason, Tinker Tom sells MILAs in addition to his other inventory.

Strange workaround by Bethesda for something or actually a bug?

Erm. Ok. Quest RRR05 has the MILA alias properly marked as a quest item. Doesn't appear to have been due to an official bug fix either.

Plus, there's a scrap recipe for MILAs existing in the vanilla game (not added by a patch). Since it would make no sense to add scrap recipes for items that only exist during quests [Note that each MILA quest "consumes" its item: once placed, it gets removed from the player's inventory and cannot be re-obtained], this clearly indicates that MILAs were intended to exist as separate items.

Thus neither a strange workaround nor a bug. It's much more likely that some content related to MILAs was cut from the game before release (e.g. increased pre-workshop attack alert times when installed at settlements ?)
