Issue #20238: University Point - Clearing area is not detected by mission

 
__Issue__:

When attempting to clear University Point for a faction quest, the quest will not detect that you have cleared the location.



__Caused by__:

Clearing University Point of hostiles before being assigned quest



__Quests Affected__:

Brotherhood of Steel quest Leading by Example and Railroad quest Randolph Safehouse



__Platforms affected__:

PC, Xbox One, Playstation 4

While not the case for Randolph Safehouse, Leading By Example's issue can be attributed to the same script oversight covered in #35771. The Randolph Safehouse quest appears to accomplish the same counter trick purely using quest conditions rather than using a quest stage + alias counter script combination.
