Checked it on my USLEEP test guy. Jumped from 64 enchanting to 71 enchanting with a single staff being created.
No idea where it's getting the ridiculous jump from though.

This perk references the DLC2 Staff enchanting Workbench:
"DLC2StaffEnchantingMult "Staff Enchanting Mult" [PERK:04017739]"
it multiplies the EPMagic_IsAdvanceSkill by 0.05.
not sure what this means, but i didn't see any other crafting furniture (including enchanting stations) being referenced by any perks after using build reference info in TES5edit.
maybe it's a clue worth investigating

That perk is not responsible for the problem. It's actually trying to solve it without nerfing Enchanting in general. Unfortunately the condition doesn't actually work and you end up with a ludicrous amount of skill being given.
The same is also true of regular enchanting functions such as charging an item with a soul gem.
AVEnchanting has a skill use multiplier of 900, which has to be wrong because even charging an item with a soul gem can give you a ridiculous boost, but other enchanting functions act normally. Lowering this value makes using the staff enchanting station behave normally, but then all other uses of enchanting drop to almost nothing and it takes eons to advance the skill.
So at this point I'm going to conclude this can't be fixed and needs to be addressed in the engine itself somehow.
