Issue #20754: Automatron robots cannot act as merchants

 
Automatron robots cannot act as merchants, even though you can set to shops, because they don't have dialogue options for that. Moreover, I've seen many times how idle robots (without any tasks) occupy free (without a settler) shops and sit there for hours. I think Bethesda wanted them to work in shops too, but forgot about dialogues part.

Followers do the same (while they are still your actual followers, not only when you have parked them at a settlement) and also workshop NPCs. Their AI packages allow the use of 'special furniture' which supposedly is every object with the FurnitureSpecial keyword - and that's a motley collection.
