Issue #21129: Sneak Attack inconsistent perk stacking

 
As you may know, Mister Sandman, Ninja, and Cloak & Dagger stacking can offer different results depending on the order you take them.





There is a simple fix. Simply increase the priority of the effects of the Ninja perk's effects, and they will be calculated first.
