Issue #21198: Refusing to join the Minutemen and settlement quests

 
The situation is, you can decline Preston's invite to lead the Minutemen at the end of "The First Step". However, Preston still don't stop with setllement quests

1 - When near you, he still comments about settlements in need of help, and the quest is added to you automatically
2 - If you still want to take settlements, but don't want to join the minutemen because their quests have the worst mechanic ever seen on a videogame, you have problems:

Returning The Favor (Abenarthy Farm quest)
Troubled Waters (Graygarden quest)
Out Of The Fire (Finch Farm quest)

If you complete these quests AFTER rejecting Preston's offer, the last objective is STILL "talk to Preston Garvey" and unless you accept the offer to join the minutemen, you are on a loop of conversations and the quest will not complete.

If you think this is a not a game bug per see, please consider at least a separate mod to adress these issues. It's REALLY annoying.

This will probably require some extensive testing to be sure all possible ways Preston can ignore the recruitment variable have been accounted for.

No more events should fire up for Minutemen quests though if the player told Preston they didn't want to join.
