This is the result of a conflict with the UFO4P modifications to Default2StateActivator script because this door is technically not a door but an activator and thus tracking of the open state with the papyrus GetOpenState() function doesn't work.
This is usually not a problem in normal game play because the vast majority of those doors that are technically no doors can still be opened by player activation.
In this specific case however, the door has been set up with an activate parent and flagged 'activate by parent only' which means that player activation is blocked (the activate parent is a button that is located behind the door and thus unreachable - unless you approach from the other side which requires to hack a master level terminal).
