Digging deeper still into this, the common factor is in fact not MoveTo() but the mere presence of an NPC in a quest alias with AI packages attached. So it seems something has gone terribly wrong with how aliases process AI pack overrides. MoveTo() and EvaluatePackage() just happen to be common things that get done to aliases as well, but some of the reported NPCs have neither done and are only occupying an alias with package overrides.

Yes, they should be closed as duplicates. I changed the OS tag to All since one person now says it happened to them on PC too.
