Issue #21360: Missing characters

 
Both Urag in the 'Hitting the Books' quest and Vilkas in the 'Take Up Arms' quest are not missing. The quest marker for Urag is far north of Dawnstar in the ocean, no matter how much I fast travel or wait. The marker for Vilkas tells me to enter Whiterun, and once i do it put his marker somewhere in the mountains between White River Watch and The Ritual Stone. i went looking for him and couldn't find him, but when I hopped over the wall in Whiterun the way you do when trying to find the hidden chest under the Skyforge, I was able to find him floating where his marker said he was. His only response was 'not here, lets meet in the courtyard.' I thought he might be stuck underground somehow, so I used Unrelenting force to push him towards the road north of the river by Battle-Born Farm. Then i fast traveled there to get out of the glitch and back to the normal skyrim, and he was not there. His marker stayed where he ended up after i moved him and is still there, but I can't see him without the leaving Whiterun glitch.

This may be caused by a bug on the game engine level that affects actors in quest aliases when they have AI packs attached. If this is related to that, then we can't fix it and we'll have to wait for Bethesda to address the issue.

Possibly related to [[http://afktrack.afkmods.com/index.php?do=details&task_id=21353|Bug #21353]] (PC).
