I'm not seeing a navmesh problem here. Are you sure the guard posts haven't been positioned in such a way that their center points are over the border of the buildable area? I don't know if that matters but with the way this game does things it wouldn't surprise me.
No way. Placed them on the ground a good distance from the boundary and they are still not manned.
After having gone back to this area recently to check on this, it's because of the big tree that's on the southeast section of the settlement. I had the same issue with unmanned posts until that big tree got scrapped. This tracks with what the CK shows for the navmesh. The tree blocks pathfinding until it's removed.
