Issue #21719: Vex / Delvin inappropriate dialog

 
After being assigned any of the "special" jobs by Delvin, going to Vex or returning to Delvin (I think) and requesting another job will get a response of "finish the special job first" (or similar words). So you quit that dialog menu but Vex (and Delvin) will still tell you take another job.

It is inappropriate dialog, the same as incorrect text. It doesn't stop play, but it breaks immersion.
Vex and Delvin should never respond with "take another job" if there is a special job assigned waiting to do/complete.

Probably the biggest problem here would be that we would need to splice audio to match the dialogue in the game which is next to impossible in cases like this where entire lines are needed.

No new dialog is needed.

As I said, get a special job. Then re-engage Vex or Delvin and ask for a job. They respond saying you already have a job. All good so far.

Then you quit the dialog menu and they then say hey, take another job! That is stupid. They should just stay silent.

I think adding conditions checks for specific quest stages would be enough, but I won't be able to confirm this until I reach that point in the walkthrough.
