Issue #21969: No actors flagged as rich for radiant quest rewards

 
Both Inheritance (WIKill03) and An enemy's gratitude (WIKill04) allow for the possibility of "rich" victims, however there are no NPCs in the game that are flagged as rich (i.e., TraitRich keyword is applied to victim).

It's debatable whether this constitutes a bug or a choice, but I thought I'd mention it and see what you thought.

Interesting, had no idea these trait keywords even existed. None of them are used though which is likely why nobody seems to have noticed.

Since it's not implemented into the game by tagging NPCs, it doesn't qualify as a bug but I'll move this over to CRF as something to restore via that mod.
