The quest 'starts' as soon as the game starts. There is no level limit, like with Automatron, Nuka World, Vault 88, and so on.
Bethesda also made the - really silly IMHO - decision to add Far Harbour locations to the target list for random quests. The result is: The BoS quest line starts at Cambridge and the player has probably a fairly low level. After the first few quests you can get random quests from Knight Rhys and Scribe Haylen. Without Far Harbour DLC these all lead to locations, which were sometimes far south and fairly hard, but doable. Now, with Far Harbour you will get 2 quests (from Rhys and Haylen) with locations in the Commonwealth, mostly easy locations. This seems to be ensured, because you must do at least one of these quests to receive 'Lost Patrol'. But then the Far Harbour locations start. And the quest target marker shows the house in the north, so if you go there and talk to the parents, you can start the quest. Even in quite low levels; but Far Harbour, and especially the locations there are very hard, and the radiation is also a problem for a low level character. Also you may be missing Nick, because you did not yet find him.
I think, this is not a bug, but a (quite incompetent) try to 'pull the player into Far Harbour DLC'.
So the real problem is not, that the DLC is announced (because this is all what happens, you can ignore it for as long as you want without consequences), but the problem is, that the random quest line is broken in a way until you decide to travel to Far Harbour. This dries up the entire random quest line from Haylen and Rhys, until you go to Far Harbour, but this was intentional. I have no idea, if it can be fixed easily.
