Issue #22397: Ron Staples' random encounter event still happens even if he is already recruited

 
The random encounter with Ron Staples, the recruitable legendary food vendor who's random encounter is a camping trip with 3 other scavengers, is still happening in the wasteland even if he has already been sent to a settlement and assigned to a shop.

I already had him recruited to my settlement, but then I found him again in the parking lot down the street of Concord Museum, along with his 3 scavenger buddies. However, as soon as he rendered along with his buddies, he immediately walked back to the settlement.

It's not a huge issue as long as he's going back to the settlement, but still... this event should not be happening once Ron has been recruited.


The wiki also mentions this - http://fallout.wikia.com/wiki/Ron_Staples :

**After recruiting Ron and assigning him to a workshop, he may show up in a subsequent random encounter. He will disappear from the previous settlement, though he still counts under that settlement's population.[verified]**

Turns out that the engine was ignoring the conditions placed on the aliases for this quest, as well as the ones for Doc Anderson and Trader Rylee. They have now all been altered at the event level to prevent the quest from being called at all if the NPC is recruited into a settlement.
