I started a new playthrough a few days ago and did some things differently. This time, even at 50 radiant quests, the distribution seems a lot closer to even. I haven't tracked down where the details of new radiant quests are determined, so it's hard to be certain which difference was really important, but my guess is it was related to not setting up supply lines this time.
I didn't keep a save from the playthrough I reported this for, but I set up a supply line and 16 to 32 turrets for each new settlement as I got them (for the supply lines, I mostly transferred settlers from Starlight Drive-in to the new settlement and assigned them to supply lines before they physically left (connecting the new settlement to the nearest one that was already in the network); for the turrets, I mostly set up shack bridges at intervals around the perimeter to put them on)

The radiant quest system is known for not properly selecting from all available options (we've seen this problem with Skyrim already).
