Issue #22711: Roads West of Windhelm are not Snow References

 
Despite the region being snowy and all surrounding references being the snow versions of the objects, the roads west of Windhelm are using the non-snow versions and look rather out of place. Walking the road from Windhelm, it starts out as snowy and turns into the non-snowy references. The bridge east of Anga's Mill is also a non-snow reference. Finally there is a section of road just east of Fort Dunstad which is a non-snow reference (see attached file for map).

This would require landscape edits which are something we don't do in this project. Changing the road chunks actually looks far worse since they won't match the surrounding landscape.
