Issue #22914: Bannermist Tower chests repopulating within 5 in-game hours

Bannermist Tower within Falkreath hold contains two chests. The first is on the lowest level behind a locked gate. (00097ce6) The second is on the third level at the base of the stair leading up. (00097ca4)

These chests do not appear to be on a correct respawn timer. The chests can be exploited by looting the chests then fast traveling to Falkreath (the city), and immediately fast traveling back to Bannermist Tower. Only 5 or so in-game hours will have passed, but you will find that the chest contents will have respawned in that time.

I can confirm the problem, but don't know why it is happening. The issue is bizarre because if you loot the barrels and sacks - they won't respawn rapidly like the two chests do. The only thing notable about the chests is that their encounter zone setting is set to BannermistZone which may indicate that something to do with the encounter zone is goofed up. Removing the encounter zone setting from the chests fixes the issue, but that doesn't really fix the underlying cause of the problem. This needs to be investigated further since there may be something that I'm missing. Arthmoor might be able to figure it out.

Since the only underlying cause could be an engine bug and removing the encounter zone settings from the 2 chests solves the problem, that seems as good a solution as any.
