Issue #22949: Various Battle of Whiterun oddities

Screenshot 2 As variously discussed in Discord: 1. Screenshot 1 is what I believe to be the closed Whiterun worldspace when exiting Dragonsreach just after talking to the Jarl & company after reports of the attack come in. As you can see, there is no Gildergreen, dead or otherwise. 2. Screenshot 2 is the busted up version of the Whiterun worldspace. Again, no Gildergreen. These might not strictly be an OCS issue, I dunno, but that's what's going on. 3. During or after the battle, you can re-enter the Battle of Whiterun version of the worldspace that's on fire, enter Dragonsreach by the main door (the side door to the dungeon is gone), then exit Dragonsreach by the dungeon door and wind up in some crazytimes version of Whiterun where the main gate is FUBAR. I'm not sure what happens if you try any of the other ways out, like the balcony or the prison sewers. 4. For some reason, there are a whole pile of Whiterun guards running around the closed Whiterun. They're pretty obvious when you first exit Dragonsreach. What they're doing there I have no idea or even if they're a bug or what. The attached save is just prior to all of this happening. Alright. So it's only been 2.5 years but hey, this is Skyrim. Nothing moves quickly (it's too cold )
Points 1 and 2: I have no idea WTF I was doing when I did it, but the tree issue is now resolved and will show up properly in both worldspaces like it should have all along.
Point 3, after extensive digging around, is the way it's supposed to work. All CW battles take place inside the closed cities. For Whiterun, the city itself is not set on fire untl CWPrepareCity is advanced to Stage 2, which doesn't happen until AFTER all of the Stormcloaks have been stopped. I infer from this that the damage is being done while you're fighting them and it's only enabled briefly as you go back up to Dragonsreach so you can see the damage. It may seem a bit backward but this is how it's set up in the vanilla scripts - OCS never touches any of these, and none of the doors OCS edits are involved in any of the state changes.
Point 4 is just the goofy engine. All of the city guards for Whiterun have their spawn markers parked right outside the palace so that's where they'll start from and you will probably see piles of them whenever the AI didn't have a chance to catch up. As far as I can see the guards are supposed to go and randomly run around the city with their weapons out.
