Issue #22965: Your horses can get diseased (And maybe your pets?)

Pretty simple explanation of the bug.

When you get a disease you can see the glow if in 3rd person or if your follower would get one. Well your horse can too and it sticks. That's annoying if they get one or both stamina diseases that make them less useful. Your horse now becomes a permanently gimped animal.

This is interesting because back in Fallout 3 and NV, I noticed that NPCs can get addictions from consuming ingestibles with them just like the player can, and further back in Oblivion some NPCs like beggars had diseases defined in their active effects list and you could even cure them from them with ranged Cure Disease effects. So it wouldn't surprise me if NPCs in Skyrim could catch diseases from hits by animals just like the player does.

I think this can be neatly avoided by giving all magic effects used in diseases the same check of GetIsID Player == 1, so that they can only grab hold on the player. The Sanguinare Vampiris effect (DisDamageHealthVampire) is the only one using it in vanilla.
