Issue #23085: After doing a 'Free us from the Raiders' quest for Sanctuary settlers turn hostile

 
Very curious, never had this before. I play without mods, except UFO4P (2.0.2a now).

I went with Curie in her robot form to the Memory Den, and she changed into human form. After this I fast traveled to Red Rocket, to give her Combat Armor. Next I went to Sanctuary to assign 3 supply lines (I had none before). There were 3 free settlers, whom I gave a better weapon, and armor. I assigned them to Red Rocket, Three Pines and Starlight Drive In respectively. I just had done the Starlight quest, and now had a radio tower, enough beds, water, food and defenses, and already two settlers there.

While I did this, one settler (a woman longer in Sanctuary and working on food) came to me and asked me to help the settlement(*). At this point I had not yet handed in the Starlight quest to Preston. She wanted me to kill the Raiders at Walden Point. So I went there. On the way I met a Mechanists robot group and we (Curie and I) fought them. There were robots only and I am very sure that I fired only at robots, also it was far away from Sanctuary and other settlements.

At Walden Point we killed 4 (named) Raiders. The quest log said, to return to the settler and report my success. We returned to Sanctuary. And when I tried to go to the field and talk to the settler (quest mark on her), she and others (including Marcy!) became hostile (red) and fired on me. Next came Codsworth(!) and attacked me. After a short time they all attacked, except Preston and Sturges, who sat nearby and did nothing. At the start Curie defended me, and attacked Codsworth and the others. (I did not fire or fight back). Then suddenly the selector came up, and asked me where to send Curie, as if I had dismissed her! When I aborted this, it said she would go to Sanctuary (where we were), if I selected Red Rocket, it said Curie would go to Red Rocket. But she continued to fight, and after several seconds she too attacked me.

Since I had saved upon our arrival in Sanctuary after Walden Pond, I loaded this save and went immediately to Preston to hand in the Starlight quest first. This worked fine, and I received the next quest (Ghoul problems at County Crossing). But trying to leave Sanctuary was not possible, since the guard at the bridge attacked me. The others attacked too, like before, again without Preston. All the quest characters (Preston and Sturges) did not attack, the rest did, including Codsworth, but not Ada, who was also present. Curie also went hostile, after a several seconds fighting on my side. That means that all NPCs who have a 'morality' assigned, attacked, except Preston and Sturges, they are needed for the main quest. Ada has no 'morality', and also did not attack.

I probably could have resolved this by leaving Sanctuary and not returning for several days. But what happened? I did not fight in Sanctuary before, so I did no accidentally hit a settler. They were fine when I assigned the Provisioners. They were normal, after I accepted the quest from the woman settler. They became hostile, after I returned from the quest and wanted to hand it in.

Something must have gone very wrong with the random Raider quest. This is clearly a bug, albeit a very rare one. I did a Google search and something similar seems to have happened to others, also in Sanctuary. It was not a Synth settler, since only this one settler would have attacked me, and maybe the others would have become hostile if I fought back. But all of them, including Marcy became hostile, so something must have gone wrong. The hostile status progressed through all, including companions Codsworth and Curie!

Regrettably I do not have a save from before Walden Pond, when I had the quest, but not yet done it. I had a save after the Memory Den, and used it. I did all the things I did before, and nobody became hostile. But I did not receive a random quest, because this time I first handed in Starlight Drive to Preston, and received 'Ghoul Problem at County Crossing'. Now things seem to be back to normal.

I think, the story manager bugged out somehow, it wanted to give me a quest (I only had the already solved Starlight Drive quest). But this random quest seems to have bugged out, badly. The option to send Curie to a settlement in mid fight, without dismissing her is clearly a bug. I suspect, she dismissed herself (after this she started to attack me too), but the menu should not come up in this case.
Solving the random quest seems to have made the settlement hostile. When I received the quest, nobody was hostile, it began upon returning and trying to hand the quest in.

I report this, because it is a severe bug, if rare. I never had it before. (Game Version 1.10, UFO4P 2.0.2a, no mods).
But it will be hard to find, I have no saves and no logs, pity...

(*) Came to me is not entirely correct: She stood near me, but did nothing. So I thought she might be a new settler waiting to be greeted. I went to her and talked to her, and received the Walden Pond quest.

PS: Since I can identify the woman NPC (she has a distinctive look and is unique in this settlement, and she works in the fields, one of 3, including Marcy), maybe she is a synth. One should see this in VATS, but I do not yet have the perk. Maybe this is a collision between the random 'Synth in Settlement' quest and being the quest giver for a random quest? I will try to check this, and update this report.

The way the hostility progressed through first settlers, then Codsworth and even Curie in the end I suspect, that something (script?) lowered my standing in steps quite fast, first the settlers, then Codsworth (I did go a short time with him as a companion, but had only one or two 'Codsworth liked this' messages, so my standing with him was better than average, but not very good), at the end Curie (with her I am in the possible romance phase, my standing is nearly maxed out). If something went buggy and lowered the standing in steps, this is what I would expect. My standing degraded in a few seconds, and Curie at the end also went away.
But I did not fight back. I would expect such a development, if I had wounded or killed one or more settlers, but I did nothing and tried to evade. Curie may have wounded a settler or Codsworth, since in the beginning she attacked with a baseball bat.

Since all is normal in all my settlements including Sanctuary, I think it clearly has to do with the random quest I received. Solving it and trying to hand it in triggered the bug. I do not think that this was intended game behavior, since it would result in two dead companions, if played out.

I received the quest again, after doing the 'Ghoul Problem at County Crossing' and returning to Sanctuary, it went like the first time, this time a settler I have assigned as guard talked to me, again it was "Raider Troubles at Sanctuary' with the quest target Walden Pond.

This time I saved before receiving the quest (you can recognize settler who will give you a quest, because they stand around like morons and start walk towards you very slowly, no comment...), then after receiving the quest, after solving it and after returning to hand it in. But - no troubles at all, this time it worked fine.

I have the saves and I have a log, but I do not think it will help much. If somebody needs it, give me a shout - I am saving it for later.

Pity...
